After an initial presentation of our concerns made in January 2023 to four Torbay Council officers (see video on our home page)...... ten weeks later we were declined any follow on meetings with a formal notice citing that there was "nothing more to discuss".
In April & May we sent four escalation and freedom of request letters to the Council CEO & Head Auditor.
Between June and August we received responses to our letters and scrutinised the information and references provided by the council.
These have now been compiled into a report and a 5th letter that serves as an executive summary of our findings and formally places the CEO and Board on a notice to rectify. This relates to major organisational failures, gaps and deficiencies concerning the emergency planning and management approaches adopted by the council and their regional partners.
Left uncorrected these issues pose an imminent and significant threat of harm to the wellbeing of this region and its citizens from the councils own emergency management system. The implications on our regional society, economy and quality of lives could be catastrophic and last generations.
Our objective as seven concerned citizens is to avert such a catastrophe.

September 2023: Notice to rectify organisation failures
Four freedom of information letters were issued to Torbay Council CEO seeking assurances that the councils organisation is fit for the purpose of managing emergencies such as the 'declared' climate emergency.
The responses have now been scrutinised and our findings are presented in the 56 page report below which includes a response from CLINTEL regarding the Devon & Cornwall Climate Adaption Strategy.
This 5th letter serves as an executive summary of the report and formally notifies the CEO & Board that urgent rectification measures are required as the organisation is NOT FIT for the purpose of effective emergency management .

We asked the independent CLINTEL Climate Intelligence www.clintel.org for their response to the Devon, Cornwall and the Isles of Scilly climate adaption strategy.
The formal consultation period was open between May and June 2023 - reference -https://www.climateresilient-dcios.org.uk
Part A is the CLINTEL response emphasising the climate science and Part B is the Seven Concerned Citizens response emphasising organisational rigour and processes.
